The former Chelsea and Spurs player was talking exclusively to DAZN, courtesy of Free Bets and was asked who he thinks should be the next national team manager.
As someone with no issue with the next Three Lions manager not being English, the Uruguayan thinks Guardiola is the best man for the job, but it will depend if England is willing to wait for the Spanish mastermind.
He said, "I’ve got a problem because, being a Uruguayan manager in Greece, obviously, I'm in favour of anyone being the manager of England. I'm not in that situation where I want an English manager to be England manager.
"There are plenty of candidates, and I think the FA has a big, massive decision ahead.
"I'm sure it's not easy because if you ask most of the football people, maybe the majority, except the ones that they're going to go English, they're going to say probably Pep Guardiola - but the timing is not right.
"That happens in football all the time. I said all the time that I would probably manage Zaragoza one day. I played in Zaragoza for seven years. But every time I had a small chance, the timing was not right. I remember once I was at Bordeaux in Ligue 1. I was in a great position, in a great club doing fantastically well, and Zaragoza was in the second division, having problems. The timing was not right.
"That sometimes is a problem for federations because they're thinking about someone, but that one is not there.
"The decision will have to be made knowing when Guardiola could be available. Or they could forget about Pep and get the manager for the next four years. Depending on that, they have to go for it. So, it's tough, not easy."
